Our Role in The Midlands

MVEC: The Midlands’ Recognized CVEB

The Midlands Veteran Engagement Council (MVEC) serves as the recognized CVEB for the Midlands region of South Carolina, operating in partnership with the Columbia VA Health Care System (Dorn VAMC).

While the name “MVEC” reflects a regional identity, its mission, structure, and purpose fully align with the national CVEB framework established by the VEO. MVEC functions as the convening body that connects Veterans-serving organizations, local government agencies, nonprofits, educational institutions, and private-sector partners to collaboratively improve access to programs, resources, and services for Veterans and their families in the Midlands.

Just as the Upstate Veterans Alliance Network (UVAN) serves as the recognized CVEB in the Upstate/Greenville area, MVEC represents the Midlands region, ensuring that Veterans in our area have a coordinated, connected, and effective support network.

FAQS ABOUT MVEC:

Each VA Medical Center (VAMC) across the country is encouraged and supported by the Veterans Experience Office (VEO) — under the U.S. Department of Veterans Affairs (VA Central Office, or VACOM) — to establish a Community Veterans Engagement Board (CVEB).

The CVEB model was developed by the VEO to strengthen relationships between the VA, Veterans, service members, families, caregivers, and the broader community. CVEBs serve as collaborative platforms that align federal, state, and local efforts to improve outcomes for Veterans through shared goals, resource coordination, and community-driven solutions.

In essence, a CVEB provides a formalized framework for local leaders, Veterans-serving organizations, and the VA to communicate, coordinate, and take collective action to meet Veterans’ needs within their region.

According to the Veterans Experience Office, each CVEB should:

  1. Be community-driven and Veterans-centric – ensuring Veterans’ voices and lived experiences guide all actions.
  2. Align with the VA’s mission – to improve access to care, benefits, and services by bridging gaps between the VA and community-based resources.
  3. Maintain a formal structure – including bylaws, a mission statement, an organizational chart, and recognized leadership roles.
  4. Collaborate directly with the local VA Medical Center – to identify barriers to access and co-develop solutions that improve service delivery.
  5. Engage across the Social Determinants of Health (SDoH) – addressing areas such as housing, employment, education, health, and social support to enhance Veterans’ overall quality of life.

    These requirements ensure that each CVEB operates effectively, with accountability and measurable impact, while remaining flexible to meet local community needs.

The Veterans Experience Office (VEO) within the VA Central Office provides guidance, tools, and national oversight for CVEBs. The VEO’s mission is to transform the Veterans experience by listening to Veterans, understanding their needs, and building trust through consistent engagement and collaboration.

Through this national framework, local CVEBs like MVEC act as strategic extensions of the VEO, turning community insights into action and ensuring that the voices of Veterans at the local level inform policy, service design, and delivery across the VA system.
